Managing a road network requires more than identifying defects. It requires knowing which roads need treatment, when to intervene and how to allocate available funding.
This position paper presents a proposed framework for modern pavement management, bringing together condition assessment, deterioration forecasting, treatment selection and budget planning. It examines how road authorities can establish a rolling Rescue programme, prioritise pavements by remaining intervention time and cost of delay, and maintain separate funding for immediate safety repairs and planned works.
